One Internet ID Per Person

Saw this bit of information two or three places today, including John Lott's Website. Why would we need one id #? Can't really be for our security. Maybe a lot of us like having more than one password for different sites we visit. Seems to me that only someone who wants to have access to everything you visit, would want you to just have one password. Why should we give the government, which is so good about keeping secrets, wiki-leaks come to mind, why should they have our ultimate password?  And why the commerce department?
